This allows a registered user with a list of contacts who blocked one of these contacts to unblock him in order to be able to receive calls from this particular user again.
This assumes that the black listing is handled on the client only with local storage of the information required to unblock a contact.

Adding this to the fx-backlog since we'd want to do this bug when we did bug 1017052 (blocking a contact), which is already in the backlog.
