bug 1021729 is already depending on bug 1038716 that has an implementation of both block and unblock. The mockup at https://bugzilla.mozilla.org/show_bug.cgi?id=1017052#c3 also shows how the UI interaction is expected to work, the only difference is the Text that will read Unblock contact instead of Block contact. I think the only remaining miss is the icon, so I'm going to file a UX bug to figure if the icon should stay the same as the Block case or should look different. And then looks like this will be done.
Filed bug 1047457 and made it block bug 1021729. I can't think of anything else missing, all dependencies in bug 1021729 should allow to complete this feature.
