[Calendar] Default time for creating a new event should change to 8AM~9AM

Currently when user creates a new event from Month or Week view, the default time will be from 12:00 am to 1:00am. However, since we are changing the start time of day view to start from 8:00am, I think we should modify the default time from 8:00am to 9:00am.
