+++ This bug was initially created as a clone of Bug #1024298 +++
This is a follow-up bug of the original bug 1024298. In this bug we'll:
1. Removal of langIndependentLayouts-related data structure and logics:
In patch 1024298 I removed langIndependentLayouts from keyboard-layouts.json: https://github.com/mnjul/gaia/commit/8763293e39d5121000c3b9b76b1583865442ae39#diff-53 . Let's remove related logics altogether.
2. Removal of numberLayout from layout loader: https://github.com/mnjul/gaia/blob/8763293e39d5121000c3b9b76b1583865442ae39/apps/keyboard/js/keyboard/layout_loader.js#L80-L103 since it's no longer used.
3. Launching onto Pinyin's half-width symbol panel, instead of the full-width one. The latter is the current behavior and is undesired.

bug 1024298 got reverted and wontfix'ed, so these bugs are invalid now.
