Description:
When user attempts to add a built-in Czech keyboard in keyboard settings, Czech keyboard is not available

Setup:
-Setup custom gaia build:
-cd into the Gaia repository and run these commands:
 + git pull
 + git checkout v2.1
 + git pull
 + MOZILLA_OFFICIAL=1 GAIA_KEYBOARD_LAYOUTS=en,cz make reset-gaia

Repro Steps:
1) Update a Flame device to BuildID: 20141002000202
2) Navigate to settings app from homescreen
3) Go to Keyboard settings and attempt to add a built-in keyboard
4) Observe availability of Czech keyboard
  
Actual:
Czech keyboard is not an available option
  
Expected: 
Czech keyboard is an available option

Pavel: I was thinking it might be a dupe of Bug 1016824
I don't see that's been resolved.
I'm tempted to continue the discussion there and close this bug, unless you do have a QWERTZ keyboard now

Ok nevermind, seems like even that keyboard is missing from 2.1
Salvador: can you check if this is a regression?

Ni Alive because Bhavana tells me that this is maybe actually due to a regression on a bug where keyboards weren't showing up correctly. She tells me she approved one of your patched on a previous branch that fixed this, and that this might be a regression from that fix.
Alive, could you please check? (sorry, we can't find that exact bug). there are quite a few bugs filed for missing keyboards which is why we're thinking this might be the case

I have found the Czech keyboard on Flame 2.0 and Flame 2.1 in the github repository. It appears this might not be a bug.
