108070 - Vertical scrollbar doens't repaint properly.

On my system (WinNt 4.00.1381) the Browser scrollbar background doesn't repaint
right. 

To reproduce go to any page that is long enough to leave some space on either
side of the scrollbar slider.  Slide up and down.  Various artifact are left behind.
