The bug dependency tree seems odd here but the phones and emulators share the mozharness logic with some exceptions. 1- Obviously the config is not a emulator variants 2- The phones require special binary bits that must be secure (we need to use secure docker image for each! phone build) 3- Phones uploads cannot be publicly downloaded (we need to figure this part out too) so at minimum their artifacts must not be in the "public/" taskcluster folder.
