This bug will add vibrancy to the tab bar (Like Fx) and also will address the border styling issues on 1.10

The titlebar is not vibrant (as it should be according to the attached screenshot) on my current build. The sidebar vibrancy works, however.

For me titlebar vibrancy is working nicely, but I had to set mail.tabs.drawInTitlebar to true.
