STR:
1. Customize the toolbar to move the Hello button to the hamburger menu.
2. Click it to open the Hello popup window.
I'm attaching a screenshot of what happens.

This is also reproducible on Nightly/Aurora with 'Share Link' button using this steps:
1. Start Firefox
2. Start a conversation
3. Enter customization and move hello icon to Additional Tools and Features palette
4. Click Share link button from conversation window

Note: the Places code (bookmarks, history) already has code to support anchoring the panel to the menu-button when the toolbar buttons are customized to the panel menu. This we can borrow.
