Please change the DNS record for soft-start.loop.services.mozilla.com to "127.102.102.102" on Tuesday, February 17th. See Bug 1087397 and https://wiki.mozilla.org/Loop/Load_Handling#Service_Soft_Start for rationale.

Please coordinate with the Loop Server team regarding Bug 1125788. The throttle increase needs to happen on Tuesday regardless of whether the migration succeed; however, it shouldn't happen in the middle of the migration attempt.
