Per irc chat with mythmon and philipp, let's make collapsible sections controlled by KB admins through the database instead of being configuration-driven. Filing this bug as a tracker.

(For the record) Background for this feature in bug 1079413

Was this bug fixed? I'm asking because I've noticed a number of KB articles now use collapsible sections. This can cause problems due to bug 1142285 when sections are used with {for} such as in this article: https://support.mozilla.org/en-US/kb/adobe-flash-plugin-has-crashed (The "Disable Flash protected mode" section {for win7,win8} is missing from the collapsed list.)

We decided to implement this feature for almost all articles, instead of manually turning it on/off for different articles. The related bugs are something to work on next, thanks for pointing them out!
