l10n dep repacks are currently created using a buildbot factory: https://hg.mozilla.org/build/buildbotcustom/file/0c6e6a1902d6/process/factory.py#l3327 We should port this to mozharness so we can more easily reap the benefits of l10n process changes that are happening elsewhere: * bug 1107630 * bug 1107635 * bug 1135687
These were all disabled in bug 1221391.
