Bugs that won't block transition, but are nice-to-haves that we can look at after the main move in bug 1176484.

Amongst other tweaks, I've been gradually lowering the store pulse job dyno count down, with no adverse affects. 4 is working fine on prod, trying 3 on stage now.

I've also removed the Librato addon from prototype/stage, since it was $79/month each and I think I've only ever used it once. I've left it on prod for now (in case of trying to debug a dyno resource related issue, where the finer grained resource stats might be useful), but may end up removing it there too.

The Enterprise Heroku features have finally been turned on, so the finer grained permissions are available at eg:

There are a couple of bugs I've found, but other than that, looking promising:
