Bug 1022569 contains a bunch of reports of people complaining about Fennec using too much data in the background, but there isn't much actionable data in there.

We should make an effort to figure out what is causing this background data use, and take approaches to reduce it.

There may bugs we can fix, but if this data use is caused by abusive websites, we should also think about what kinds of product changes we can make to help protect users, e.g. create a prompt warning users when a website has used a lot of data.
