1313270 - Intermittent test failures with java-exception at startup

There are a collection of bugs for intermittent test failures caused by java exceptions at startup, often involving android.view.ViewGroup. We never seem to get the same crash stack twice, but I'm seeing a lot of similarity between these bugs. I'm going to dup them to this bug to tie them all together.

Sorry philor, but I want this bug to have a broader scope than the finalize() issue, and be more focused on android.view.ViewGroup issues. I updated the title of bug 1321464, where I am trying to get some attention for the finalize() issue.
