1358301 - Windows Firewall dialog blocking python script from running

Now that we are getting screenshots on windows 10 instances, it's been noticed that some of these tests fail and include a screenshot such as:

This shows that the windows firewall is blocking a python script.

Not sure if this deserves a different bug, but here is another instance of the firewall blocking something, ssltunnel in this case:

I would think we'd have Windows Firewall disabled entirely on our test machines. It sounds like in buildbot-land we have some GPOs that tweak a lot of these settings, bug 1185874 came up in a search (but doesn't have many details).

we've turned the instance windows firewall off. we'll manage firewall requirements through ec2 security groups
