r+.
I also talked with Stephen and Madhava -- there has been a considered discussion of the sequence of icons that will be updated (including this icon), and mmayo has specifically signed off on that plan.

Users are now seeing a Calvin and Hobbes themed icon.

Is this intentional?

Backed out in https://hg.mozilla.org/mozilla-central/rev/00863d3ca867,
as preparation for landing bug 1389661 as the next icon iteration (which I landed at the same time).
(Leaving this bug FIXED since the intent was to only have this icon temporarily.)

This icon was so small/distorted on the start bar on Windows 10 that it didn't look deliberate, but appeared to be a rendering regression - to the point that I almost filed a bug about it fwiw. (I have "Use small taskbar buttons" enabled)
For future iterations could we double check the smaller icon sizes for legibility to avoid confusion/time spent filing bugs? :-)
