+++ This bug was initially created as a clone of Bug #1401797 +++
Merge day is upon us. We need to:
* Update the target milestones from 58 to 59.
* Unblock release 59 status/tracking flags
* Disable release 56

To be clear, I landed the Gecko 59 version bump on m-c already, so this can proceed at any time.
