1449537 - Improve visibility of screenshot options

It's good to have some options for the screenshot tool in the UI, though it's a bit hard to find them in the options panel and cumbersome for the ones users change frequently.

Two of those are the one toggling the full page mode (vs. the viewport) and the one for whether to save the screenshot to the clipboard (vs. to a file).

I believe it would be better UX to have that options available near the screenshot button. Two ideas how to do that:

1. Turn the screenshot button into a menu button. The options could then be toggled by (un-)checking the menu items.
2. Turn the screenshot button into a panel and add the options to the panel toolbar.

Another solution, at least for how to save the screenshot, is described in bug 1259062.

Btw. that solution does not exclude this one. There could be a general setting for how to save screenshots including "to clipboard", "as file", and "always choose". The popup described in bug 1259062 would then only appear when the last option is chosen.
