Will bug 1427928/session manager API be prepared in 2018? 
Originally, it was planned for Q3 2018 (https://bugzilla.mozilla.org/show_bug.cgi?id=1427928#c33); initial target for these APIs was FF63.

Session management is something we are pursuing still. I want to separate it a bit so we can discuss it apart from pre-existing session manager extensions, so that we frame the approach first and then the applicability to those manager extensions. We'll be filing a separate (new) metabug to track that work, and that should subsume bug 1427928.

[Also, the EPIC bug is one I'm using primarily for internal organization, so I want to be rigid about what blocks it and how.]
