Raptor jobs are currently running on mozilla-central tier 2 (and one job as tier 3), ultimately we want these on tier 1.

:rwood- want to turn off duplicated talos jobs and turn on raptor as tier-1 and on integration branches?

I think we need to confirm first that the patch landed in Bug 1501040 fixes the webext loading issue on mozilla-beta, but after that we're good to go!
