1491438 - Make the installation notification popup (doorhanger) persistent

To improve the post-install experience, we should make it so that the post-install confirmation doorhanger isn't dismissed by a new tab that an extension opens upon install.

Also, we should move it to be anchored to the PanelUI-menu-button (hamburger menu) instead of the identity box.

This issue is verified as fixed on Firefox 64.0a1(20181010235834) under Win 7 64-bit and Mac OS X 10.13.3.
