Due to bug 1489691 we had to disable Prio-encoded Telemetry on Windows before landing. Once that is fixed let's re-enable.

Even though bug 1489691 is resolved, we need to wait for the NSS upgrade to land on mozilla-central (bug 1488622):

In the meantime, here's a try run on inbound with Windows re-enabled (except MSVC, see bug 1485946):
