This is a simplified version of Bug 1252298 aiming to solve Bug 1509993 now. PR coming shortly. * Allow Bugzilla admins to define a per-product new bug comment template on the Edit Product page. Screenshot: https://screenshots.firefox.com/8EvjYUvtfAdZucfm/bmo-web.vm * Prefill the comment box with the template if defined. In the future, in order to solve Bug 1252298, we could have a product-level delegation system to let product (triage) owners edit the template themselves. We could also have per-component templates to override the per-product one.
