154412 - "Local Folders" in the window title is not localizable

Description

On Japanese and Simplified Chinese build, "Local Folders" is translated, but
it's still showing in English in Window title.

Steps to reproduce:
1. Have a Ja or Zh build, bring it up with a profile which has a mail acount set up.
2. On Mail window, select "Local Folders" (translated) on the foler pane,
observe the window title.
