Based on https://bugzilla.mozilla.org/show_bug.cgi?id=1546732#c12, I think we want to run spidermonkey, SM(p), instead of jittest on windows/aarch64 -- consistent with the tests run on other Windows platforms.

I would like to confirm that by running sm(p) instead of JIT, that we will still have the ability to turn off JIT on android/aarch64. I believe it would be ok, just want to confirm.

Yes. I think we can turn off jittests on android/aarch64 if we run SM(p) on windows/aarch64.
sstangl said "the default options of SM(p) run all of "jstests", "jittest", "jsapitests", and "checks". If we're running SM(p) on windows/aarch64, then I think we can also stop running the jsreftests (enabled in bug 1498298) on android/aarch64.
