This is the Thunderbird bug to mirror bug 1540278 which is tracking the corresponding work for mozilla-central. The goal is to convert over all xul documents into (x)html, with a flavour of xul in them.
At the moment we have, roughly, 211 documents that's used by Thunderbird.

FYI, we have completed this in m-c (Bug 1579952) and have patches up that will remove support for loading chrome Custom Elements in Bug 1601110 relatively soon.
If you have test XUL files we have a script we've been using to also update references in manifest files at https://bug1579952.bmoattachments.org/attachment.cgi?id=9100360.
