1599496 - Enable SharedArrayBuffer by default on early Beta

In particular, this is about javascript.options.shared_memory only. To enable it on release we need to fix some more bugs (such as [AllowShared], and also have enough baking time to be confident this doesn't break anyone).

I cannot convey this in Bugzilla metadata, but ideally this lands in Fx 74 Nightly so we can ship to Release in Fx 75 using bug 1606624 after one cycle of having this in Beta.
