Details

Instead of each process having its own buffer limit, the profiler buffer size should be limited across the whole Firefox application.

This will help with Fission, which may significantly increase the number of processes.

Since bug 1635338 has landed, we now have an app-global buffer size limit, so I'm calling this fixed.

There are a couple of regressions, but they are intermittent test failures only on Linux 18.04 x64 debug, but they don't show a significant issue that would warrant reopening this meta-bug. (And I've got a fix ready.)
