+++ This bug was initially created as a clone of Bug #1612794 +++
I noticed that the flexible spacers in customize mode have zero min-width and shrink to nothing. mozregression pointed to this patch.
Bug 1560348 removed the [customize-entered] attribute on :root, but there are [still a few uses] of it in-tree. These should be changed to [customizing].
