After tab descriptors land in https://bugzilla.mozilla.org/show_bug.cgi?id=1579042, we should be able to move most of the logic specific to the LocalTabTargetFront to the TabDescriptorFront/Actor
I initially described this in https://bugzilla.mozilla.org/show_bug.cgi?id=1602371#c0
