The very top menu bar is not respecting dark mode

Verified with older builds such as 67.0, and nightly builds from 2015 on macOS 10.13, 10.15, 11.3.
It revealed that this not being a regression, but something that was in this state across builds.
Updating the flags to reflect this; fwiw it might be better treated as an enhancement, for parity and consistency (wise) with other browsers.

Verified fixed with 94.0.1, 95.0b3 and 96.0a1 (20211104214758) on macOS 11.6 ARM and 10.15. Full screen top menu respects the dark/white theme.
