1628486 - Enable Dynamic FPI in Nightly

We'd like to enable dynamic fpi in Nightly. We can do so by changing network.cookie.cookieBehavior = 5.

Let's use this bug to collect blocking issues.

Mochitest file dom/tests/mochitest/storageevent/test_storageSessionStorageEventCheckPropagation.html will be fixed by bug 1629707.

I made a mistake running the test. It won't be fixed by the bug.
