Given that bug 1627989 and bug 1627858 are blocked by bug 1623666, we should implement some stopgap behaviour for 77.
Users who want to disable Top Sites until the bugs above are addressed can do so by disabling the browser.urlbar.openViewOnFocus pref. This pref is also tied to the retained results feature, which is distinct from Top Sites. We should decouple the two so users can continue to use openViewOnFocus to disable Top Sites without disabling other unrelated address bar features.
