As noted in bug 1648171, we will need to add tests for the feature if we decide to turn on from a successful experiment.

We will need to rework some stuff and remove some experiment-only telemetry from bug 1628849 anyway.

One of the issues that we let go for the experiment is that we have toolkit/ code depending on browser/ code.

Bug 1656622 will still need some experiment control but probably using experiment manager instead of normandy pref flips.
