Per Product and UX, we'd like to let the new WebRTC global indicator to ride the trains now. This version has the global mute toggles disabled by default, and only shows the indicator if sharing a screen. It also puts indicator icons in the status bar on macOS and the system tray on Windows.

I can confirm this implementation on Windows 10 and Windows 7 and Mac OS 10.15 with Nightly v84.0a1 and Beta v83.0b4.
Two full feature testing sessions have been completed. I assume I can verify this task. Please revert the change it is inappropriate.
