1675549 - Stop using the 2h2020 pref to block rollout of the shortcut for the bookmarks toolbar

We want to run release experiments on 84 enabling the pref, and we want to ship to early beta or earlier with 84, too.

We document shortcuts centrally, and it would be bad if that documentation was incorrect for a large portion of our userbase wrt which shortcuts do what (cf bug 1672730).

It would also be bad if on beta, a shortcut does thing X and then at a different point in the release cycle (late beta) it does Y, and then once the next beta cycle starts, it goes back to doing X again.

To resolve these conundrums, we've decided to go ahead with shipping the shortcut changes as part of 84. This bug involves making that change for the 84 nightly cycle.
