1705028 - Extend ClearDataService to accept a flag that allows for clearing partitioned sub-storage

If the partition flag is passed ClearDataService should instruct the Cleaner implementations to also clear partitioned storage.
This includes 3rd-party storage partitioned under the 1st-party to be cleared, but also storage of the host to be cleared partitioned under other 1st-parties. See https://bugzilla.mozilla.org/show_bug.cgi?id=1646215#c5 for a detailed description.
