The chat accounts window is glued on from Instantbird, listing only the accounts that are chat and allowing some functionality on those accounts (connect, reorder etc.)
The window should be removed and relevant functionality exposed elsewhere instead, primarily in the account settings.

I suspect it can just be removed, there's already a quick way to change status (although maybe we need a quick way to connect / disconnect accounts?).
I presume this depends on bug 1731221?

There's a couple of things that are currently only exposed via that window, yes.
Changing your avatar and username are only exposed globally via that window.
Account order is only exposed in that window (we should really just use the order from the TB account manager).
And as Patrick mentioned, account connection management (sign on at startup checkbox, connection status, errors, reconnect, reconnect errors, startup reconnect delays etc.) is currently only exposed in that window.
Lastly, there's the Copy Debug Logs feature that as far as I know is only available via the context menu in that window.
