You should add "filter this message to the context menu appearing when
right-clicking on a message

Also I don't think that run filters on selected folder works from the tools
menu. Sorry I am not filing this I have not tested it properly.

(reporter, why don't you resolve this bug as so yourself ;) )

you can create a filter from a message from the Message menu, "Create filter
from message..."
I disagree, it seems like the reporter is asking for "run filters on selected
message" (which of course would be accessible through the contextmenu) similar
to "run filters on selected folder". Which is a valid RFE. (I'm thinking of
folders containing thousands on messages, where you only want to run a few dozen
through recently updated filters.)
This particular RFE (run filters on selected messages) has been requested
several times before, but it was always duped against bug 11033 back when that
wasn't implemented yet and could go both the "selected folder" and "selected
messages" ways. 
(And I so am not going to dig through all /those/ dupes to figure out which ones
asked for messages and which for folders.)

Reporter, if I've interpreted your request the wrong way and you were actually
asking for "create filter from message" - well, I hope you'll forgive me for
morphing it in this way as the other is indeed a dupe. :)

This is also really helpful for the case of when you have the Junk Mail controls
set up to dump anything flagged as junk into the Junk mailbox.  If it gets
something wrong and I mark it Not Junk, it still sits in the Junk folder. 
Although it might be an appropriate RFE to have "Not Junk" move the message back
to wherever it would have gone if it hadn't gotten flagged as junk, I'm not sure
I'd use that...  I'm a more manual kind of guy. :)  This feature as originally
requested would be perfect, since I can then select the Not Junked message and
have filters run on it to get it back where it goes.
