1760029 - Migrate tabbrowser.properties to Fluent

Two of the strings in this file are formatted during startup: tabs.closeTab and tabs.emptyTabTitle.

Strings from tabbrowser.properties are currently formatted via three different bundles, but migrating them with the properties-to-ftl tool should be relatively straightforward.

The autorefresh blocker strings are added to browser.ftl as they aren't really "tab" strings.

This removes the intl:app-locales-changed event listener that was added in bug 1760825, as it's not longer required.
