Bug 1784100 will add onboarding
to majorRelease2022
nimbus feature from bug 1783942. We'll need message targeting to not show MR related messages for those in the holdback, e.g., don't show a reminder to use firefox view when in the holdback.

I‘ve verified this enhancement using the latest Firefox Nightly 107.0a1 (Build ID: 20221011093208) and Firefox Release Candidate 106.0 (Build ID: 20221010110315) on Windows 10 x64, macOS 12.5.1, and Linux Mint 20.2 x64.
- The “inMr2022Holdback” message is added to the Targeting section from the AS Router devtool.
- Its value is "true" if the profile is enrolled in Holdback studies and "false" if it is not.
