• Toolbar
• Layout
• Folders

What to relocate

• Move the "Today Pane" toggle into "Layout"
• Shortcut for Message source -> Show it in the Message Header More > View source
• Repair Text Encoding -> Show it in the Message Header "more" popup
• Show All Headers -> Show it in the Message Header customize popup
• Show Attachments Inline -> Settings General > Reading & Display
• Message Body as (and Feeds variation) -> Show it in the Message Header More popup

WIP patch that applies on top of bug 1786414 and bug 1786420. It removed everything like in the mock-up. There are tests to fix. I touched them to show where they should be fixed (more fixes could be needed).
