Product Management has deemed the about:home startup cache ready to ride the trains out from Nightly. This bug is about landing a patch that removes the Nightly-only pref flip to let the cache ride the trains.

This was backed out to delay the default switch by a release due to some last minute issues that had been found (and fixed) in Firefox 113. I'll find some time to catch up with Justine to see what the timeline is for when we can re-land this.
