Before we have data to show in the sidebar, show some kind of skeleton UI with TBD animations. Waiting on additional details from UX--this is a placeholder bug and not ready to be worked.

Verified as fixed in our latest 119.0a1 (2023-08-28). Please note that these loading animations are only displayed fora split second, its easy to miss them.
