1844244 - Splitters border color is too bright with OS dark mode

Description

The splitters and borders are way too bright with using the OS in dark mode.
They don't need to be and they should be much more subtle.
Also, there a fair amount of inconsistencies and repetition per OS, and there shouldn't be: https://searchfox.org/comm-central/search?q=--splitter-color%3A&path=&case=false&regexp=false
