Steps to reproduce:
Using shortcut ⌘1 for Mail & Newsgroups.
Actual results:
Mail & Newsgroups did not open.

Mail & Newsgroups should have opened.

Testing on Windows 10 OS
Version beta 119.0b3
- 'Alt + 1' focus on 'Mail' (tab 1) ( and all the other Spaces toolbar options eg: Alt+2) work for me.
- 'Ctrl +1' focus on Mail & Newsgroups Home Tab (Tab 1) (and all other move to open tab eg: Ctrl+2) work for me.

Do you mean from the standalone message window? (bug 1857953 suggests that)
Formerly it was possible to bring back the minimized (⌘M) or closed (⌘W) 3-pane window with ⌘1. That simply does not work anymore as also described in Bug 1858253.

If you open a message in a stand-alone message window or open a compose window and then close the main window, ⌘1 still re-opens the main window when pressed while the message window or the compose window have focus. ⌘1 is actually on the Tools menu of the compose window, it's not on any menu in the stand-alone window (as far as I can see), but it still works.
If you closed all windows and the Thunderbird menu is still active, these actions will return a main window:
Thunderbird > Settings, Thunderbird > Account Settings, Tools > Saved Files, Tools > Add-ons and Themes.
Also a click onto the dock icon as suggested in bug 1858253 comment #5.
EDIT: As far as I can tell, the fix would be to a) put ⌘1 back onto some menu like in the compose window or b) wire it in like it is in the stand-alone message window.

I'm using TBird 128.5.1esr on macOS 13.2.1 Ventura.
For me, this works fine (the main window is brought to the front) when:
- The main window is open, but a Compose window is open in front of it and has the keyboard focus
- The main window is open, but a stand-alone message window is open in front of it and has the keyboard focus
Franceso's comment above made me realize that it also works fine (the main window is un-minimized and brought to the front) when:
- The main window is minimized to the dock, but a Compose window is open in front of it and has the keyboard focus
- The main window is minimized to the dock, but a stand-alone message window is open in front of it and has the keyboard focus
It does NOT work (the main window remains minimized to the Dock) when:
- All TBird windows are minimized to the dock, but TBird is still the active application
To get to this situation:
- Open the main window of TBird
- Optionally open other windows of TBird (message windows, Compose window, etc.)
- Minimize Tbird main window to Mac Dock via Cmd-M
- Minimize any other Tbird windows to Mac Dock via Cmd-M, or close them
- Do NOT close TBird
- Do NOT click to move the focus to any other application
- Hit Cmd-1
The main window should be un-minimized and brought to the front.
I notice it most often when I:
- Open another app to refer to info in it as I send mail messages
- Open the main TBird window
- Minimize the main TBird window to I can see the other app
- Hit Cmd-N to open a TBird Compose window
- Send the composed message, leaving TBird as the active app, but the main TBird window still minimized to the Dock
- Hit Cmd-N to open another TBird Compose window, compose and send the message
- Hit Cmd-N to open another TBird Compose window, compose and send the message
- etc.
- Hit Cmd-1 to see the main TBird window and resume reading email
My current workaround, as suggested above by Franceso, is:
- Cmd-Comma to open the Settings pane in the main window, which un-minimizes the main window and brings it forward
- Cmd-W to close the Settings pane, leaving the main window visible
- Manually move back to the tab I was using when I previously minimized the main window
I like Franceso's suggestion of adding Cmd-1 to a menu or hardwiring it in.
Note that this is a regression, not a new feature request.
It behaved as expected in 91.13.1 and perhaps in 102.15.1.
I first noticed the problem in 115.10.1 and it is still a problem in 128.5.1esr.
So, perhaps whatever was true about 91.13.1 could be made true again to restore the old behavior?

If anyone is interested, this bug has been fixed in the current version Betterbird port (Version 15.18.0-bb36 (64-bit), along with other annoying bugs
that have troubled TB for 15 years our so. Here's hoping.
Same codebase as TB linked version-by version . 128 is there also. I hear the TB has actually hired some QC folks recently who are learning the ropes. Perhaps could make BB unnecessary in the future. (Wouldn't that be nice.) Easy to google. BB is the only reason I haven't given up on TB
