As part of the Engineering Operations Shutdown Sprint 2023, I'm going through and cleaning up a number of Heroku apps that have been left running but are no longer staffed or maintained.

Not everything on that list will necessarily be shut down, and this tracker is intended to cover Heroku projects only. As decisions are made I'll attach any cleanup actions here.

The Heroku-portion of the shutdown sprint was completed on 4/10 with the removal of the last unsupported stack. Vouched-Mozillians is scheduled to be shut down, and the rest of this work is done.
