This is parallel to bug #1874219, but covers a batch of improvements to crash ingestion to help the Fenix project in these ways:

1. reducing noise in Fenix crash report data
2. improving processing of Fenix crash reports resulting in more accurate and comprehensive processed crash data
3. improving signature generation for Fenix crash reports

This work will improve stability-related efforts for the Fenix project.

I added a bunch of bugs to the depends on list. If there are other things we should look at thinking about doing, we should add them as well. I'll try to figure out how much time we can spend on this and when and who and what we do in January 2024.
