Steps to reproduce:

Enter fullscreen mode in any video in any website

Actual results:

Navigation bar and notification bar stays

Expected results:

Navigation bar and notification bar should be hidden

I can confirm this issue with a Xiaomi Mi11 Lite (Android 11).
I've seen a few other opened issues about this issue, all Xiaomis with Android 11:

Tested build: Nightly 129.0a1 from 2024-06-27.
